I'm getting mixed messages about this; is the M16 a rifle of it's own or is it just an upper for an AR15?

the m-16 is a fully automatic ar-15.

It's the military designation for their infantry rifle (M16, M16A1, M16A2, etc.) that features a full automatic (or burst) capability.

The AR-15 is the civilian version that lacks full auto/burst capability.
