I was wanting to know if the AR15 3 round burst kit are legal to have (Not installed at this time)???

I also wanted to know if I can use a "Full Auto Type" Young Mfg. AR15 Bolt carrier assembly without Fine's and or Jail?

(Yes,I used the Search first)

I don't know about the bolt carrier, but 3 rd burst is considered fully automatic by BATF and requires a class 3 license.

EDIT: I don't know if it is affected by not being installed in the gun.

If you have an AR , NO on the 3 rd burst trigger parts . The JBT's will say you intend to build an MG .

You can have the carrier and use it in the gun .

Not an expert on Class 3 weapons but I believe the auto type sear is a registered part. If you have all the parts BATF has in the past charged people with having an unregistered machine gun.

It does not matter whether the burst kit is installed or not. ATF still considers is "constructive possession" of a machinegun unless you have some legitimate, legal use for the burst kit (like a registered receiver that can use the burst kit legally).

If you have just a three-round burst kit and a semi-auto AR15, the ATF considers that the same as having a machinegun whether it is installed or not.

Coposession of full auto or burst fire control components and a firearm that they can be used with is posession of an unregistered machinegun, a federal felony punishable by 10 years and tens of thousands in fines. Also, they can hit you with willful nonpayment of tax charges for another 5 years + fines.

I am not an expert, but any parts that would be considered "conversion parts" by the BATFE and not just useless fire-control parts, e.g. an auto sear or a lightning link or whatever they're called, would have to have been lawfully registered prior to the closure of the NFA Title 2/Class III machinegun registry in order to be legal for transfer. Otherwise, possession by anyone other than police, military, or an SOT (?) is an automatic 10-year felony.

However, they may also be useless fire-control parts that aren't restricted. AFAIK, AK-47 fire-control parts aren't restricted, because you CANNOT drop them into the receiver of a civilian AK and produce a machinegun; hence, they are not "conversion parts." I am not familiar enough with M16/AR-15 parts to know whether parts as described in the OP would be restricted or not.

3rd burst FCG: Pretty much illegal.

M16 BCG: Legal, or not, depending on who writes back to you from the BATF(e). They really dont know.

Someone at arfcom said he has one letter saying it legal, another saying its not, and one more saying that it would be illegal if it fired more than one round at a time. Its kinda funny, you got one guy asking a yes or no question, two possible answers ("yes" or "no"), and he has three different letters, all with different answers.

Colt is currently shipping NEW AR15s "with" the M16 carrier in it. M16 bolt carrier=legal.

Cobra someone local that would be able to answer a lot of your questions face to face is Dragonman when you get back to Carson look him up he is a class 3 dealer that is east of the Springs on Hwy 94. As for the legality of everything this is definately one of those things to err on the side of caution with. The BATF does not play around and LIKE to make examples out of people.
