MBS for dove hunting?

Does one need a migratory bird stamp to hunt doves or just HIP certification?

According to my Oregon hunting rules and regs booklet, you just need the HIP validation.

In California you need to have your HIP stamp. Which is a free stamp but the ticket for not having it is painful.

In WA State you need the state migratory endorsement, but not the Duck Stamp.
