anyone know of any gunsmiths in this area? Or even anyone handy with guns that can help me with a simple stock & rail installation on a carbine.

I'll second Firearms Solutions.
Phil has done a lot of work for me and several of my friends, and we have all been happy with everything he has done.
He is also a Title 2 manufacturer if you need some more specialized toys.
