does anyone know if the Mossberg 190 is a Curio & Relic

While they are a curious gun, I don't think they are on the list.

Possibly. A firearm does not have to be on the list to be a curio and relic. It does have to be 50 years old or older though,and you do need to prove it with say manufacturers records.
As the model 190 was made from 1950-1955 it is. But which model do you have? The 190A (1955-1956) would be, the 190D (1955-1958) may or may not be if you have access to SN production year figures.
The 190k (1956-1956) would be C&R but the 190k-A (1956-1957) might be ,or not. The 190K-B is not (1957-62) nor is the 190K-C (1963-1963).
Remember you will need to back it up with BATFE accepted records. Not to mention convince a buyer/seller that it is indeed 50 years old, and you can prove it.
