I will be loading 308 win.

Are military pull down bullets accurate? Does the pull down process degrade the bullet at all?

I've used a bunch of them in .308 , 30-06, and 8mm. All you got to remember is that the contractors make millions of bullets at a time so if the tooling gets a little wear, so what. Most military accuracy needs to be under2-3 moa. These are in most cases, not target grade componets.

Still I get pretty fair accuracy, say minute of pop can at 100yds.

Pull marks on the ogive don't hurt anything unless they deform the bullets. The air never hits the ogive enough to upset the bullet.

Good shooting,,,,,,goldy

Had used some .223 pull down's a buddy bought from ebay and they were terrible accuracy wise. Using the same amount of powder (H-335) that I always use the pattern opened up ~5". If your not shooting for accuracy and just want to throw lead down range then go for it. I shot the 150 rounds I loaded the pull downs with and gave him back the remaining 200 bullets. Won't use them again.

I used Winchester 147 grain overruns, or pulls, for a lot of the NRA Highpower shooting I did. I used them in an M1 and an M1A.

All matches were at 200 yards and I would sometimes get a couple of bullets touching at that distance. Best group with the M1A in practice was three bullets in one and three quarter inches at 200 yards. Thats a bit under MOA. I shot it from prone with a tight sling and a shooting jacket on. The sun was low and behind me and lit up the target like a spotlight. That helped a bit too.

The bad groups and shots out in the white were my fault, not the bullets.

I suppose at longer ranges things might be different.

Depending on how they look they may be fine. I've seen some low-grade pulldown M80 projo's that looked like they had been gnawed out by beavers. I know guys that resize them and they are fine for plinkers. Just inspect the projos carefully and any with really obscene collet marks on them, set them aside.
