Is my Portuguese 308 surplus brass re loadable? I dont reload yet but will be getting into it soon.

If there are two small holes for primerflame, it is "****" berdan. If one bigger they are boxer meaning; ok.

Shine a small light into the neck. Like KI. W. said, if there is one centered hole, it'll be reloadable. If there are two holes, it's not worth your time. The primers are probably crimped in place though and may require swaging.

Very true.
As far as any military crimps that you might find in 'reloadable brass'-In a recent experiment I bought a Lee manual primer removal. Its a base and a primer punch basically that you hit with a hammer. For $4 it has saved me alot of military brass I would have otherwise tossed.

Portuguese military brass is berdan primed, and not easily reloadable.

If you must, you can, but it's not worth it. Getting a Berdan primer out with either a hook or water pressure is difficult and time-consuming, and should only be done with rare and unusual brass. Berdan primers are hard to find and expensive.
