Can I relaod these? Are these Brass?

A few months ago I bought some Winchester ammo. IT was 38 spl 130gr lead round nose with silver/chrome shells. I remember that the box was mostly white and had an orange stripe around it and maybe a black one too.
Can I relaod these? How do I know these are brass and not steel? Also I can't find this box or item anywhere on the whinchester website.

There probably just nickel plated brass,take your knife and scrape the top of the case if its yellow underneath its brass. I have never seen Winchester ammo loading in anything but either all brass or nickel plated brass. As far as I know CCI is the only American Mfg. that makes aluminum pistol case ammo. Wolf and some of the others from overseas use steel.

Check them with a magnet...No attraction=Brass. Attraction=Steel...As stated above. More then likely nickel plated brass...

"...Can I reload these?..." Yep. It's just nickel plated brass. Winchester doesn't make steel cases. They don't list a 130 grain lead bullet in .38 Special either.
