I have seen ppl talk about owning/buying these used issue pistols/shotguns.
Where could I get some in the DFW area?
Can buy them from the PD or do they sell them to dealers only?

They sale them mostly to dealers. You find a lot of them on the auction sites. CDNN Sports in TX also buys tons of them.

PD surplus goes to a distributor or even back to the manufacturer of their new contract. No way the department would sell a gun to an American Commoner.

We don't have an FFL. Being exempt from federal laws pertaining to firearms, it would not be good if we were to get into the business of selling our old arms/siezed arms. There's no bound sale book. We just have a ledger that has guns, serial numbers, and dispositions on it.

Right now, most distributors are loaded with factory certified (pre-owned)
SIGARMS pistols; in which most are chambered in .40 S&W. These weapons
are police trade-ins, mostly in the .40 S&W caliber. All have been throughly
gone over by SIG's top quality gunsmith's, before being returned for resale
to the public. In most cases, these weapons have matte stainless slides
and come with Trijicon night sights; a one year factory warranty is also
included, for the low price of $599. 'Bout a $150 savings on the 'ole bank
account~! ;):D

Your local dealer can get these weapons for you, with no problem~!

Most larger dealers seem to have them somewhere in the store whenever I remember to ask about or look for them.

Blocks of trade-ins have prompted more than one industry rumor, imo.

"Pistol W in chambering X is being dumped for pistol Y in chambering Z! I saw it for myself. I was there, man... They're no good, I say! The guy at the store said so."

A police department would have to have someone assigned to cater to the lookers and hagglers if they sold their own guns. Bookkeeping is simplified iof they sell them to dealers.

I know of one instance where the agency sold their old guns to a distributor. Somene bought one of the guns and used it to commiy suicide. The gun was stamped with the agency's name and when the press found out about it it ran stories with headlines like "Blank Police Department sells gun for suicide". No one needs press like that. That agency destroys all its guns since.
