After you are classified in a division, can you be dropped down due to poor classifier course scores? I assume, one can always move upwards with better shooting classifers.

No you can only move down by submitting a request and having a very good reason. Such as you you are now permenently disabled due to accident. Had reconstructive sugery to both elbows, wrist, and trigger fingers and they will not be the same, etc.
Well maybe the reasons might not need to be that severe but you get the idea

I was a SC for a few years and a club pres for many more. I know of one single case in Colorado since 1997 where somebody was down-graded from B class to C class.

I used to shoot Limited a long time ago now. If I go back and start running and gunning will I have my old classification or will I start as NC and work up from D to C to B to A to M all overagain or will I start at my previous rating? THe eyes are not what they used to be anymore as is the body.

depends on your uspsa membership. If your membership has expired for iirc 3 years you start over. If you have a lifetime membership then you will still have your classification.
You can always petition USPSA to have you classification downgraded but this is not easy to do.

Hmmm...I'm not sure about that, Yar.
I thought, as long as you were still in the database, they kept your classifier scores. (and, I don't think they clear out the database)
Tinstafl ... if you send me your info, I can look you up. (I can do so with just a last name on the Section Coordinator's website)

As long as you have been classified since 1996 it doesn't matter how long you have let your membership lapse. Your classification will stay in the database.

+1 to that.
A friend of mine just came back from a 10 year lay-off to discover that he was still an "A" class shooter. Took him a while, but he finally caught back up.
The lesson is, don't quit!

The only way is you have to petition USPSA through your Section Coordinator stating the reason for the classification downgrade. I believe there is guidance on how to do this in the USPSA rules.
