That bullet is intended for the .22 Hornet / .218 Bee class of cartridges.
In all likelyhood, it will blow up in mid-flight at close to 4,000 FPS out of a .223.
Besides, it would be less then worthless for any kind of long range shooting due to it's very poor Sectional Density.
If you must have a very light bullet for some reason, the 40 grain #22241 V-Max is designed for high-velocity cartridges like the .223.

I think your twist rate is wrong for a bullet like that. IIRC, 1:12 is a bit more conducive to lighter bullets. Hodgdon doesn't list any data either for bullets below 40gr for the .223.

is it a .224 bullet?? I was thinking a .218 Bee was a different diameter.

I got a large quantity of 35 gr Vmax blems that shoot real straight, but only weigh 33 gr.
I have and the varminters I hunt with have shot hundreds of them.
I use 15 gr Blue Dot and get 3600 fps and low pressure.
.5" 5 shot groups at 100 yards I have got on nearly nearly windless days.
I have got rodent kills at 250 yards, but it takes windage and elevation based on seeing the dust fly on misses.
I cannot get that load to cycle an AR15.
I have not changed the springs in the AR15 or the gas hole size, but I have upped the powder to 4200 fps, and the AR15 still will not cycle.
Maybe you can with a slower powder.
I have a single shot dummy follower for AR15s, but I prefer to shoot a Ruger #1 and the other guys shoot bolt action guns.
