Next spring I would like to set up my Ruger M77.243, I was planning on putting a nice laminate stock something like this http://www.boydsgunstocks.com/BrowseEbus/ROSSall.asp , and a nice bull barrel, plus some trigger work, some other possible mods might include glass or pillar bedding, and a muzzle break. This leads me to my question I want to start shopping for parts looking at prices and quality and I don't know where to look for a barrel at, any ideas. Oh yeah hopefully my finished project will be a good looking, flat shooting, varmit slaying tool.

I don't know that gun but my first place to look for parts, tools, and so on is always Brownells (http://www.brownells.com). And if they have what I want I always buy from them.

It's rare that I have problems with any vendor. Even so, Brownells and L.L. Bean are the two most consumer-oriented companies I've ever dealt with in any industry. Neither company puts a time limit on returns for full refund. And Brownells is perhaps even better than L.L. Bean. They don't want a reason for the return.

Oh. Go to the Brownells site now and order one of its catalogs. Indispensable tool.

Lots of places to buy a barrel. Then you have to have it threaded, chambered, headspaced, and finished. Look at Krieger, Hart, Lilja, Pac-Nor, Broughton, Shilen, and Douglas; they are all well respected in the business. But only a few will do the gunsmithing for you.
