If I'm not mistaken Dick ... if he plans to reload and SELL .. then he would have to have an FFL. Someone else maybe can confirm or refute this.
Or at least...... an ATF ''Licence to manufacture''.

The best bullets at the best price (read that as a decent bullet and cheap as heck) are the imported bullets, from eastern europe. Most of us have seen them, they are sort of a brass/bronze looking copper jacket. There are only a couple companies importing them and some of them are selling on ebay. Take a look there to start and contact the sellers to see where they are getting them or what the bulk prices would be from them. I doubt you will get the source but the volume pricing from some of the ebay sellers is great. Avoid Deerfield, something happened and the company went from great to terrible in regards to shipping and response.

I suggest buying some liability insurance in impressive sums of money! I have had friends ask if I would reload ammo for them and the answer has always been "no". All it takes is for someone to have a kaboom, even if the ammo is at or below SAMMI specs, and your friend could be in a world of trouble.

If you are going to be buying huge quantities, you might be able to do better by buying directly from a bullet manufacturer as opposed to a discount retailer. You might not be able to get a great deal from the big guys like Winchester or Remington, but you never know until you ask. Maybe a good deal would be possible from a company such as Zero.

Go manufacturer direct.
If he's going to be using any lead bullets, contact Magma Engineering for info on commercial casting equipment.
If he's going to try go into quality training/match grade ammo;
Black Hills, Precison Delta, Anderson Munitions use Hornady Bullets which are marketed to custom loaders in bulk quantities not available to wholesalers/retailers. Requires a marketing contract that components won't be sold wholesale/retail.
Speer and Sierra offer reduced prices for very large quantities(ie: Corbon uses this in ammo I've seen- .40 S&W 135gr, 150gr, 9mm 115,125gr.. GaArms uses Speer Gold Dot bullets.
Starline brass will give custom headstamps for quantities of 100,000 or more pieces.
Rainier and most other manufactures offer substantially lower prices on large bulk orders direct.
