The Chinese government owned NORINCO company is one of the largest ammo manufactures in the world. There used to be a ton of NORINCO ammo imported into the U.S. at bargain basement prices.

Unfortunately, they got in a world of hurt in the U.S. for selling machine-guns to terrorists & street gangs, and Stinger missiles to Iran.

I believe they are still under a trade embargo imposed in 2003, and are Persona Non Grata in the United States now.

Roe Hunter, for any questions about cartridges and their origins, you should take a look at the IAA forum:

http://cartridgecollectors.org/forum/viewforum.php?f=1&sid=fd738375071b25caebbbbaba2c307302

If they don't know, then the public forum of the AFTE website should be your next port of call.

I thought China made a deal where they got most-favoured nation status in exchange for not exporting "sporting" arms or ammunition to the United States?

No problems getting Norinco in Canada :-)

I don't know what their present status is in the U.S.

Could be they are using all the lead they have for toys, and don't have any left over for making ammo for the U.S. market.
