Post your questions. :) Might want to ask a mod to move it to the legal forum, as well as doing a search of that forum. Also, let us know what county/city you are in. Downstate (NYC, especially) and upstate have some very different laws.

As a NYC escapee, IIRC, upstate CCW permits are not valid in NYC and the state has a mag capacity limit of 10 rounds for post-94 mags.

I have my permit in Onondaga county (syracuse) and will be moving it to chautauqua couty (fredonia) in Jan. Any questons you have feel free to ask, i know it can get a bit confusing at times with all the hoops and weird stuff going on.

Another former NYS resident here. I thought the law was no new mags greater then 10 rounds. The NYS AWB is a clone of the dead Federal ban, so pre 94 hi caps are OK.

Watch out for the college kids they don't know how to drive..

I have my permit from Chautauqua county. Upstate NY's pistol laws aren't to much different from the rest of the country, they still have restricted areas like courthouses, and schools, etc. and if you have a good county judge you can usually get an unrestricted permit.

I was able to get a full carry permit in onondaga with no difficulty at all, the employees at the pistol permit department are really nice and helpfull individuals.

I actually just got my apartment reserved earlier this week, can't handle living on campus anymore, need the privacy and I don't want to leave all my guns at the parents house anymore.

Well not actually saying all of them are horrible drivers, but the frequency of accidents around the rt 60 area seems to be more during the school year.

anyway the lady that works in the pistol permit office in Mayville is very helpful, and changing over to Chautauqua should be no problem.

On a different note if you are planning to stay in Fredonia you could change your permit over, but if you are planning on moving back to Onondaga you should just keep your permit through them. Chautauqua will honor the (without restrictions) on your current permit.

Yeah, I know, but I actually havn't lived in Syracuse for 2 and a half years now, did some time in fredonia with school, then got deployed, now I'm chilling at the parents house until my apartment opens up. I just did the drive up to syracuse to put my new revolver on my permit and would like to avoid that drive again if I can. hence the transfer in Jan.

Im from Suffolk County NY and wanted to know about my License upstate NY.
I have the Sportsman type. I go upstate allot and wondered if full carry is aloud up there. Plus I got tons of more questions but that should get this thread rocking.

niagara county here. I am lucky that I live in one of the most gun friendly counties in the state. we give full carry 90% of the time and purchase stubs galore!

Pastor, I am a Suffolk County resident. Suffolk County issues a rule booklet with it's license it has a great deal of information. Specifically your target/hunting permit is a NYS "C" permit, meaning all NYS permits are carry permits unless they begin with the letter "P" for premise. All counties in NYS can further restrict the NYS Permit and Suffolk County does just that. Your permit restrictions for carry are to and from the range and while afield hunting. For a full time carry you must show cause (retired LEO, business in which you deal with or deposit large sums of cash or a specific threat). If you own property or frequent another county in NYS you can go to the person in that county that issues permits and ask for a carry endorsement for that county. The same can be done for NYC, it's a little tricky but if you have business there you can get an endorsement for NYC. It is a little hard to explain but the basic pistol permit is given under state authority but the policy of the state is to give further powers to the counties, so every county varies. Your best bet would be to check with the local Law Enforcement of where you are going to visit or hunt if only occassionally and get their view. If you are going to spend any amount of time I would get their endorsement. Hope this helps!

Thats the answer I wanted. I guess I will contact the people in the county upstate that I will be spendinmg time and see what they say.
Now how about if I want to go target shooting upstate on my property with my pistol ? Can I drive it up there and shoot with it ?

Good advise from WC... I've lived on Eastern LI all of my 62 years and livin ain't easy. I've had a Suffolk County "Sportsman" license for the past 15 years and can't hope for much more. I also have Florida, Pennsylvania and New Hampshire licenses that all give me full carry privileges, but not my lifetime residence... sad, isn't it. Retirement isn't far away and neither is a new state to live in, With Hillary and Chucky Cheese Schumer, we're doomed. Sorry for the negative reply, but it's the truth.

Former (Erie County) resident Had permit there for 20yrs., before moving south. When I got my permit in early 80s Erie County would hand stamp most permits "For Hunting and Target Shooting" never heard of any other county doing that. Life with pistols much easyer down here, when you want a pistol you go to your county sherrif hand them your drivers liscense wait 10 minutes or so tell them how many purchase permits you want (up to 4 per day at $5 ea.) and your on your way.lol YANKEE2500

Its just a shame that Long Island Handgun laws are so tuff. It almost took me a year to get it. I didnt really mind if I knew I would at least be able to carry the thing. Yet with all the Red tape to get it, it leaves you with nothing for your trouble. Oh well I guess Ill just leave my hand guns locked up in a safe a dream of using them, since actually doing it is agaisnt the law. They should just call it a right to lock up a hand gun permit and never touch it.

Aren't NYS gun laws goobery? Man, I'd move back there in a second if they eased the gun laws up. I seriously would LOVE to live in a NYC with no AWB and shall-issue CCW. *Sigh* enough fantasizing... back to stupid paper...

You would think it would make more sense to have a single law concerning guns for the entire state. But instead, what may be legal in one county, is illegal one county over. I'm so glad I only live here during the school semester.

Steuben county here... I don't think restricted is in the county judge's vocabulary. As near as I can tell, 100% unrestricted permits here.

Former Erie County resident here. When I got my permit in say '80 or '81, don't remember when, my permit was marked "For Hunting and Target Shooting", then maybe late '80s early '90s a new pro gun judge, Penny Wolfgang, decided that the restrictions were not legal and anyone that had a permit so marked could get a new clean permit for only a processing fee. I think it was $10-$20. The lines at the County offices were rather long but everyone was happy to be there.

I had a permit in Fulton County before moving to Kansas. The restrictions are not legally enforceable by anyone but the Judge. They are an agreement between you and him/her only. Since the permit is "may issue" the Judge can make you agree to just about anything if you want them to issue you a permit. They can also pull it whenever they feel like it.

If you have a restricted permit that says you can only carry hiking and hunting and you are stopped by the police when you are obviously not engaged in or on your way to one of those activities (one should keep range gear in the trunk at all times) all the police care is that you have a permit. If news of the stop gets back to the issuing Judge you might get your permit pulled.

Most of the counties I am familiar with had Judges who would lift your restrictions after one year of having the permit.

I'm just curious...does NY state have a one handgun every 30 days law? (Like CA has...and my state of VA...)

I'm just trying to learn more about other states so I won't be so quick to judge :)

I suppose I should add that I'm a former Rochesterian. I read the D&C online every day. Sometimes I yearn for the fall, garbage plates, Wegman's, and white hot dogs. Then I think about having to register my pistols and say, "thank God I live in Texas" :).

nys does not have a one gun/30 day law. LOL when I got my permit I picked up 3 pistols in less than a month:)

Answer is: Without a "permit" isssud by the Police Department , City of New York(NYPD) you cannot buy a "handgun". You may possibly obtain a "Residence" permit. To obtain a "Carry" permit you either: Have to walk on water OR "Prove" your need to the NYPD. Such "Proof" does not necessarily mean you have a "Business" or carry large sums of money. Leave it to say that the "New York City" tries to make it almost impossible for the "Average" citizen(also know as pre or post victim) to have a "Carry" concealed firearm. Oh, yeah , welcome to NYC.

AS to transporting a firearm ( Firearm as defined in the Penal Law is a Handgun). If you are not licensed in by the New York City Police Commissioner (New York City POlice Department), then youmay NOT carry that firearm into New York City. Specifically, as to having a "License" from a Judge, county or whomever in New York State IT is essentially "NO GOOD" in New York City unless Issued/endorsed by New York City (Comm. NYCPD {NYPD} ONLY, Not allowed even if issued by New York State Police

I think most upstaters uderstand that NYC is an entirely seperate game, other than eing 6+ hours away, I try not to go down that way unless I'm forced to, i.e. military, in which case I'm armed anyways so it all gravy for me

When I lived in Maryland I could basically walk in a get a handgun and walk right out. To get a CCW required an act of God.

Moved to Livingston County, N.Y. Applied for a CCW after living there for a year, and received it with no problems (needed 4 references and a letter.... yes they visited all 4) Now I have a CCW with nothing but the usual restrictions. The County is very fair, and it's appreciated!!

I think most upstate counties (minus Erie) are pretty fair when it comes to CC permits. The real problems occur the closer you get to NYC;)

Prince, it would depend on which county you ended up in since there are 3 in the Ithaca area, they are Schuyler, Tompkins, and Cortland. Steuben and Chemung are a little farther out. I have heard Schuyler isn't bad, Steuben is the typical 4 references and seems to take 3-6 months. Cost is Steuben when you are all said and done is ~$150 depending on how much it costs to get fingerprinted, I would expect the other counties to be similar in cost.

$116 for a permit in Fulton Co., NY. $105.25 of that goes to the FBI/NYS for the print check & etc. The majority are issued after the 4-6 week processing period and saftey class with the basic restrictions and the handgun can be concealed while carrying within those restrictions. If so inclined you can meet with the judge after 6-12 months and request that those restrictions be lifted. Nothing but nice to say about all the people encountered during the process !
