What exactly is a tax stamp? Do you have to get one to buy certain guns? How much are they, and what guns do you have to have them for? Any information would be appreciated.

A tax stamp is exactly that, a stamp. It's just like a postage stamp, only physically a little bigger and come in $200 and $5. The government regulates NFA firearms by taxing them when they are transfered. The $200 transfers are machineguns, suppressors, short-barreled shotguns, short-barreled rifles and destructive devices. The $5 applies to "Any other Weapons", items that don't fall into any of the other categories.

These are the federal regulations, some states prohibit or further restrict the ownership of NFA items.

The tax stamps most people are familiar with are the ones on the top of a pack of cigarettes.

Make sure that the picture you supplied falls within the law as to relevant size. I believe that a graphic representation of a negotiable instrument, including tax and postage stamps, is 150% or greater. Don't take my word, check for yourself. Wouldn't be the first time I was wrong.

Xerox might have something on their site on that subject.

The stamp has been cancelled, so he should be safe. Kinda hard to pass forged cancelled stamps. :)
