870 Lifter Question

I just cleaned and reassembled my first shotgun, which is an 870 HD, and I noticed something as I was fighting with reassembly. When the slide is completely back, the lifter will snap up nicely if you push on it from the bottom. But once it's in the up position, it seems kind of sticky and doesn't want to snap down nicely if you push down on it through the ejection port. Is that normal? Should it be sticky in the up position?

I noticed that if I put the slide back on without the bolt, the lifter snaps up and down nicely in both positions. But if the bolt is installed, it seems sticky in the up position. Did I reassemble something wrong?

That's normal.

What's important is that the lifter operate properly when the action is operated.
How it works with the action open is unimportant.

Thanks. It does seem to pop down nicely when you move the slide forward, so I think I'm ok. I was just worried that I had screwed something up.
