I'm going to ship a firearm to my brother in Texas. I'm aware of the federal requirement to ship to an FFL holder, but are there any relevant Texas statutes I should know about?

Nothing special. Your brother will have to go thru the NICS check at the dealer's unless he has a Texas CHL, then no paperwork except the fed yellow form.

You could always suggest that your brother take a little road trip out to TN. That's why I drove all the way over to Nashville to pick up my guns that my dad has been storing for me the last 30 years. ;)
