Can I legally ship a hi-cap to the state of NY? I know that CA has a ban but what about NY?

There is also a 5-round limit in Rochester, but to my knowledge there is no state-wide ban. Saw all manner of high caps at the most recent gun show.

The five round ban in NY State is for hunting and that I think only for long guns.

Check out the New York Rifle and Pistol Association (http://www.nysrpa.org/)'s page. Click on "Other Items of Interest" and then "New York Gun Laws." Stuff on mag capacities under Miscellaneous and under the various local jurisdictions near the bottom of the page. Rochester, for example, bans "any centerfire semi-automatic rifle or shotgun which holds more than six cartridges in the ammunition feeding device and chamber combined." That isn't just for hunting.

New York State law is the same as the federal "assault weapons" ban. No regular capacity magazines manufactured after September 1994. Pre-ban mags are legal, and can be mail-ordered and purchased in gun stores.
I saw a 30-round Glock .40 S&W mag at a gunshow in Albany last weekend. $99. He was selling the Kel-Tec Sub-2000 carbine in 9mm and .40 S&W for $300.
As others have said, there are local exceptions to the state-wide law.
