Is there a manufacturer that lets you swap .22 mag and .22lr cylinders essentially giving you two guns in one??

Ruger Single Six comes to mind. There are others from companies no longer producing that are available on the used market.

Magnum NAA minis can be had with a second cylinder (refit or from the factory) in .22LR as I recall.

Heritage Rough Rider... They can be had for an excellent price too. About $150 or so.
Finish is a bit rough. Good "working" / "rugged" kind of gun. It is a copy of a Colt Single Action.

There were SW guns like the SW 651 22 Mag - you could get a 22 LR but that was in the past and it would be expensive to buy one.

Also, the Heritage comes in alloy and steel frame flavors nowadays. It might be worth the extra couple o'bob to get the steel frame.
I have one (it was my first handgun), and it's fun to shoot. I've put probably 3-4,000 rounds of .22LR plus a couple hundred rounds of .22WMR through it. Had the .22LR cylinder bind on me the other day after only 15 rounds, for some reason. I set it aside for a bit and then disassembled and reassembled it, and the cylinder seemed fine when advancing by hand with the hammer on the loading notch (I didn't have time to shoot it again that lunch hour).

If looking at current production, you are pretty much limited to the single action revolvers made by Ruger (Single Six) and Heritage (Rough Rider). Of the two, the Ruger is the better choice from a long term perspective.
In the past, Smith & Wesson made the Model 48 wihich is a double action chambered for 22WMR, but a 22 cylinder was an option and many are available with both cylinders.
If I were choosing a single handgun with both cylinders, I'd find a Colt New Frontier SA revolver with both cylinders which in my opinion are superior to the Ruger Single Six. It will also hold its value better. In reality, I think you're better off buying two revolvers chambered for both, namely the Colt Trooper Mark III in either 22LR or 22WMR. That is what I did although I also own Colt Peacemakers and New Frontiers which have the magnum cylinder.
