Gun show, or online (do a Google search). Problem with online sales is that they will want you to have a real legitimate reason for purchasing them, and will probably make you do the paperwork to prove it.

I've often wanted those things on slow days in the marsh to stir up the birds on nearby pot holes. Is that a legit use? :D Is to ME! LOL

It' against the law to herd birds, but there's nothing that says you can't take turns going for boat rides up and down the river on slow days. :evil:
