I'm considering purchasing a set of Redding competition dies for 30-06.
They makes it clear that the seating dies do not crimp. What's not clear is how crimp is accomplished. Does this take a separate die?

Yes, if at all. Given that the competition dies are optimized for competition the shooter may choose not to crimp. Similarly the set often includes a neck sizing die and so may not be the first choice for someone wanting plinking loads for an autoloader.

Crimping for accuracy is not recommended.

Target ammo is never crimped. The dies you are getting take bushings, so you set the amount of neck tension by using the appropriate bushing size. With sufficient neck tension, crimping is unnecessary.
