I purchased a 4" model 13-1 over all I am very pleased. I have a problems with 357 casings getting stuck and even have a hard time getting them to cycle in the cylinder. I have also shot 38's and this problem doesnt exist. I am wondering if the bullets I bought are goofed they were the cheapest thing I could find. Is there a chance that the previous owner only shot 38's so the cylnders need a major cleaning. I will be happy with this gun if I have to continue to shoot 38's I will be estatic if I can carry 357s in the woods.

There is a 90% chance you answered your own question...
A heavy crud ring in the chambers for firing .38's would cause the symptoms you're describing.
Get a .40 brass brush and get to work.
Let us know how it works out.
