Some manufacturers sell 18.125" barrels so that there is no question it is legal.

i often hear of people who get short-barreled(14"-) shotguns who say that they got it with an AOW permit or something. my question is, can a person with no criminal record, perfect citizen get a short barreled shotgun without being an LEO or wihtout owning a class 3 liscense?

Any AOW must come from the factory with a pistol grip, or no stock at all. If at any point that a stock was attached, the ATF considers it a short barreled shotgun and you will have to pay $200 tax stamp.
Any other weapons only pay a $5 tax. Moot point really, since CA doesn't allow AOWs.

so if i live in kalifornia, it is impossible for me to legally get one unless i'm an LEO or i must have a class 3 liscense?

I guess if you had an apartment in NV that you lived at half of the year you could own an AOW (IANAL) and if you leave it in NV and never take it with you back to cali...
Other then that afaik yes-you need to be LE only...
