Winchester does (or at least has) make/made various types of "powder-actuated tools", like power hammers, Ramset-type tools for driving anchors into concrete, etc., and this cartridge is likely for one of those. They operate on much higher pressures than ordinary small-arms ammo, so you definitely don't want to fire one of these in an ordinary firearm.

The tool blanks won't create a problem in a firearm, but some of those special cartridges have "bullets" that not only are as dangerous as regular bullets but can damage a gun barrel.
Best practice is to fire only good quality ammunition known to be correct for the gun.
