How do I get history information from Winchester about this model 1903 (serial #710)? Would like to know who it was originally sold to. Is a letter of authenticity available?

The Winchester Repeating Arms Company went out of business in 1981.
From 1981 to 2006 they were known as U.S. Repeating Arms. Then they went out of business again.
All of the former Winchester factory records were turned over to the Buffalo Bill Historical Center in Cody WY some years ago.
They can probably provide some information on your gun for a $60 fee.

But, even if the Cody Center does have records of your rifle, the odds are that it will only show to which Hardware store it was sent too. It will not show the individual who purchased it. There are exceptions but very rarely. If you are looking for the person who owned your rifle I think you are searching for the Holy Grail.
