can you use the tracer jackets for loading to shot with out the tracer powder ?

No, you can't. The hollow base will flare out INSIDE the case before the bullet leaves the case and cause excessively high pressure. You *might* be able to survive a shooting session using VERY reduced loads that compensate for the pressure buildup, but maybe not survive. :what:
