Hey Kali THR guys! Quick question on DOJ approved handguns

I'm looking at an Anschutz Exemplar on gunbroker.com- but the DOJ's firearms site is a nightmare to navigate; any recall if bolt action handguns are exempt?

It is legal for your father or grandfather to go out of state and buy ANY non-approved handgun and bring it into the state of Kali for the purpose of making it a gift to his son/grandson (I am not kidding). There are specific forms for this purpose. Call the Ca DOJ in Sacramento and they will fill you in on this loophole. It can not be shipped into Kali from FFL to FFL, it has to enter the state legally which means the father/grandfather has to bring it into the state.

Provided the father/mother or grandfather/mother (not uncle, sister, bro, etc) lives out of state, they can buy and gift a gun that is not on the approved list.

And the great state of california says that unless it's been tested and approved- it's unsafe for the general public to purchase.

I wonder if it's worth the effort to for me to have it purchased out of state.
Cali sometimes makes it REALLY hard to be a law abiding citizen. Dammit I want to follow the law but this is getting stupid.

I've heard of some dealers that deal for the most part in consignments. This way they can acquire any handgun not on the approved list and its perfectly legal. I've had a couple of friends buy handguns this way and it was not a huge pain to do it, the hardest thing was finding a dealer that deals this way. Like all things in California use caution however, even if you are in the right California still thinks they can bust you sometimes.

From Cal DOJ:
A "consignment" sale is when the legal owner of a gun already here in kali puts it up for sale at a dealer's place, and then when a buyer appears, they do a Private party Transfer (PPT) between Kali residents through that FFL which is the only legal way a non-list gun can change hands here. I was told by Cal DOJ that licensed delers are not allowed to acquire non-list guns through PPT, it is for non-dealers only. Further, it is illegal for a dealer to purchase and re-sell any non list gun, even if that gun is already in the state legally.

The dealers do not buy the guns and then resell them, what they do is find someone who wants to sell a particular gun and then market said gun for that individual. They then do all the paperwork for the firearm. The firearm dealer never buys the gun nor do they do anything else other than the paperwork and I believe charge a fee for the paperwork. The entire transaction is a consignment. From what I understand the sales are legitimate and legal. Of course navigating California's gun laws can be quite a difficult thing for citizens, FFL dealers and even government officials.

They may call it a consignment, but the paperwork will be for a private party transfer beween the seller and buyer. The dealer brokers the sale and does the background checks. They may charge and additional fee for the service of "showing" the gun on their premises to enable the sale. The flat fee (by law) for a PPT is maybe $20, and dealers don't like that because they don't make any money off them. You are correct that the dealer can not buy or receive the gun into inventory, the transfer has to be directly from the owner to the seller.
