I'll be cutting down an extra 28" barrel so my duck gun can perform double-duty as an HD gun. After searching the ATF site and others, I can't find a definitive answer on how a shotgun's barrel length is measured.

Is barrel length measured from the end of the chamber, from the breech or somewhere else?

It is measured from the muzzle to face of the bolt, breech or breech block when closed and the shotgun is cocked. (179.11)
