Applied correctly to employees of illegal gov't agencies that use excessive force and military tactics to justify their own existence and to enforce un-Constitutional laws. The BATFE is the main suspect that fits that description. "When in doubt, burn'em out"

Could also fit over-militarized police units such as incorrectly used SWAT teams who enforce unjust laws like gun confiscation.

Just because your local PD officer wears patrol boots that does not make him a JBT.
