according to the parts diagram for the 870 express, only the SUPER MAGNUM should come with shell latches. but then why does the general instruction manual specifically state that the generic 870 reciever have two shell latches?

Is it some oddball quirk of manual writing, or do i have a lame duck shotgun?

Every complete 870 I've ever seen had two shell latches... no matter what model or gauge.

These are also known as shell releases.
All pump and auto shotguns require them or something like them to feed shells from the tubular magazine.
