Cop gets disability for stress after roughing up suspect

In June, Milwaukee police officer Robert Henry, 34, was awarded lifetime disability benefits because of work-related stress, which he said was caused by the department's decision to fire him for roughing up a misdemeanor suspect in a 2002 incident caught on videotape. (He was reinstated on appeal, but shortly after that filed for disability.) Henry, who had a total of four years' service, will receive $23,000 immediately, then $39,000 a year for 29 years, and then collect his standard pension. [Milwaukee Journal Sentinel, 7-17-03]

Note:

The department (read: the cops) fired him.

The city (read: the politicians, or their apointees) reinstated him.

...unless their system is radically different than the one under which I work. I'm as disgusted as anyone elsewhen this happens. Civil service is a double-edged sword. Its makes employees immune to some of the whims of the politicians (read: corruption), but it can also make it pretty darned difficult to fire people who need fired.

Actualy, this kinda sounds like something that makes sense to somone entrenched in the bureaucracy.

"Yeah, we have to rehire him under civil service rule 345.121 paragraph 3. So, we'll just let him retire on a disability.Win-win"

In Milwaukee, the Fire and Police Commission essentially runs the police department, and the commission is just a rubber stamp for the mayor, who hates the police chief (and vice versa). It makes for entertaining headlines, but bad policy.

This officer was caught on videotape really wailing on a prisoner. When he was done, he turned to his partners and flexed his bicep proudly.

The city is trying to undo this disability arrangement, but there's probably nothing that can be done. :fire:
