Thanks for the link - I'm sure others wanted to know the legal procedure. Perhaps I will have to do this project after all ? :D

Well, for me; it's gonna be a fun summer project to make something of my beater old police 870. It's a very worn-in '74-'76 Wingmaster receiver.
I want to make it a 14"bbl setup, with either an M-4 style collapsible stock or just a topfolder.
I'll strip all metal finish, parkerize, and add a Picca rail to the top of the receiver for a holo or red dot sight.
Hey, I gotta have a project!!

You'd have to pay more transfer fees and submit more paperwork, yes. In general, you should plan on keeping anything you make a SBS or SBR.

It could be transferred to a resident of your state or a dealer in another state for $200 on a Form 4 (http://www.atf.gov/forms/pdfs/f53204.pdf).
