What's the law on buying ammo?

I'm looking to buy some reloaded .38 wadcutters for my pd guns.

I'm in TX, so what are the Fed. and state laws governing purchases from an individual who reloads but isn't a commercial business?

I haven't bought my own reloading equipment yet, so I'm looking to buy from someone who handloads .38 paper punchers and want to be a legal eagle about it.

Can I buy them from someone on the forum and have them shipped?

Shipping has to be in accordance with 49 CFR, the HAZMAT regs.

If one were:
a.) convicted felon
b.) mentally adjudicated unstable
c.) unable to pay for said purchase
One would likely be ruled out.

There might be some shipping requirements to iron out.

Since (suprisingly) nobody has mentioned it yet, I will: Be VERY careful who you buy reloaded ammo from. Personally, there's no way in hell I'd buy reloaded ammo from anyone other than a commercial outfit with the proper licenses, equipment, and insurance. You just don't know what ol' Joe from the forum has loaded up for you. What happens when you hit the range for a pleasant day of putting the fear of god into some paper targets, and the first cylinder of shells destroys your gun (and maybe your hands and face along with it)? Do you sue ol' Joe? What're you gonna get? Any lawyer in the world isn't gonna have a hard time arguing that by buying from an unlicensed "hobbyist" reloader, you assumed a heck of a lot of risk.

Shop around, there are tons of places on the internet that will sell you great ammo, for good prices. It's worth it (to me, at least) to know that a professional outfit made my ammo, will make it right because if they don't, they've got a lot to lose.
