i live in dallas tx and am considering starting an outdoor shooting range does anyone know what the requirements are for that

If you're in the city limits, my first stop would be City Hall to check local regs. If in the county, call the Sheriff's Dept. And you might check with the Dallas Pistol Club (they're at the TSRA site) and see what they've had to go through lately just to keep open.
And check with the NRA about liability insurance.

It would be a welcome sight especially if you allowed IDPA/USPSA. It’s not going to be very easy, McKinney put restrictions on Collin county gun range (on Saturday no shooting until 11am and cease fire at 5pm, no shooting at all on Sunday) that choked business to the day they shut down. Garland public shooting range has been there for many years; however, with the influx of people into the area they are getting more and more criticism. It’s like people that move next to the airport then want the noise to stop, except the airlines have more money than GPSR. As above you should go look at what Dallas pistol club had to do once they ran 190 through (a lot) and they allow no rifles. Little Elm off of NW highway would be another set of folks to talk with and range to see. I’m not sure why some environmental agency hasn’t shut them down every time it rains all of the ranges flood. Speaking of environmental agencies you have to think about the future as well. The folks that bought Back Woods traps in Little Elm must be spitting nickels with there new found problem of lead abatement. When shooting clays it’s not just scoop up the berms.
I’m not trying to discourage you; I and many others would love a local range that would allow us to play our games. Currently it’s indoor or make the drive to Denton (NTSA) or Greenville (JPGR).

At the nationalmatch.us web site they have an area for range development. try there. You may have to sign up, They like members to use a part of their name instead of a "handle".

The NRA has seminars on starting and managing ranges. You might check on one of them. Insurance requirements would be another priority and, as others have stated, check your local laws. Good luck, hope it works out for you.
