By "3x9" I take that what you're refering to is a 3-9x40mm or some other objective lens diameter and not a 3x power by 9mm objective lens. Am I correct?
Redfield used to offer one as did Weaver (Model 330c & 440) but those are 40 yr old scopes. Not many are available anymore.

Leupold will put that reticle in one of their scopes for you for a small fee I believe. Zeiss I think might have it as an option as well

Other than customizing, it's usually the European makers that will have them. (No. 1 reticle)
