It's an SBR and requires one stamp if semi, it's an MG and requires one stamp if automatic, except the 86 ban means it can't be transferred if an MG.

If it didn't have a stock, it would be a pistol with a vertical forward grip: AOW
If it could be fired while still folded it would be the same as a cane gun: AOW
As it is, it's just a rifle with a neato folding stock and a short barrel. If you could cut a slot in the end plate and put a 16+ inch barrel on it, you wouldn't even need a stamp.

It's a SBR.
They say it's a concept because what Magpul showed off was a non-functional prototype.
Non-working gun = concept display
