Midway's Grade 3 brass?

Midway sells some once fired "grade 3" brass. Anyone know the meaning of "grade 3"? Is that good or bad? Thank you.

It is range pick-up just as it comes.
It means it may still have cigarette butts & spider nests still in it.

From Midway website:
Notes: Grade 3

*This is once-fired brass that has been picked up from a military, law enforcement or public range. Minor dings, dents and imperfections may result from this environment. Most dings and dents can be removed upon resizing or will be "shot out" upon firing.

*May be a mixture of military and commercial brass (mixed headstamps).

*May be a mixture of nickel or standard brass.

*Must be deprimed.

*Must be cleaned.

*Military primer crimp must be removed from military brass.

Grade 1 has been sorted, cleaned, and primer crimps removed.

Anybody know how true the "once fired" might be?

I suppose if the range has a no reloads policy then once fired should apply to much if not all of the brass?

I have bought large quantities of run of range brass from time to time hoping for law enforcement or military all issue brass - I sometimes wonder if they weren't preselected for a lost brass range - figuring I could sort out some reasonable size lots of cases I could call good. I've been more disappointed than not. Maybe some good lots were mixed in and it was all run through a transit mixer for packaging? All once fired from issue ammunition hasn't turned up masquerading as cheap brass in my neck of the woods.
