It is not first, as it was patented in 1930s and those inventive Frenchmen developed a semi-auto bullpup rifle prior to WW1. Sure it was experimental only, but the entire concept of bullpup is as old as XX century (see British Thorneycroft rifle of 1903).

Probably as soon as the cartridge ignition system was contained and therefore not threatening the user's face lone smiths were fooling around with the idea of moving the action rearwards.
