It is not legal to sell reloaded ammo without a manufacturer's license. You can load your own with a minimum investment: Buy Lee Equipment. Use RL-15 powder, standard primers, and your bullet of choice. Great caliber choice!

I thought a private transaction between individuals was just that, private?

There are limits on everything. If you sell too many guns too often to others privately, you'll be considered a gun dealer and require a FFL. If you sell too many cars too often, you'll be considered a car dealer and require a dealers license. I would hope there is some threshold for how many rounds you can make or sell before being considered a manufacturer. The intent for all of these is that it is a livelyhood activity for the seller and he makes money. But there seem to be no hard boundaries for when it is just a hobby that recoups expenses -vs- a livelyhood.

Thanks for all the replies...didn't mean to open a can of worms. "When does a private transaction between citizens become a transaction of commerce?"

I just thought I'd be better off with some reloads than store bought ammo. Not that I don't trust store bought...I do.

I was hoping to find someone who'd worked up a good deer/black bear load already in .35 Whelen.

If your out there...PM me or e-mail me @ trt178@cox.net.

Thanks again to all those that responded!
