for picture size, try this--I just got this sorted out myself.

1. Crop your picture to 6x4
2. Resize it to 144 dpi.
3. Save it as a jpg with about "8" for compression--e.g., the bottom edge of high.
4. I move it to tinypics and use the Image command here.

Here (http://www.thehighroad.org/showpost.php?p=4476281&postcount=16) is an example of the end result--the image is under 100 Kb, and it fits perfectly in my THR IE window. The 144 dpi resolution does help make a better-detailed image and shows the image at a decent size.

This sequence is a quick one in Photoshop Elements--my image typically starts as a NEF (RAW) image file, gets tweaked slightly and save as a *.PSD file, and then I begin with the above steps.
