Being as steamed as I am about your illustrative governor veto-ing concealed carry, I wonder if it wouldn't be appropriate for the gun rights groups there to stage some sort of statewide protest of this veto - my idea being this - Pick one day where every freedom-loving handgun owner in the state openly carries all day long in public, in protest of the veto. Announce this by holding press conferences, and sending letters to every LEOA in the state, telling your intentions, and warning the LEOs not to mess with people's rights to open carry. Build it up and scare the bejeesus out of the sheeple - point being that if the governor doesn't obey the will of the people/legislature and pass concealed carry, then "we're just going to be forced to open carry everywhere." Or would this likely backfire?

Regrettably, it probably would backfire. All that would happen is that thousands of sheeple would call the police, claiming to feel "threatened" or "endangered" by the visible guns - and then the cops (who, in cities like St. Louis, obey politically-sensitive leaders) would have to make mass arrests for "disturbing the peace". This, in turn, would endanger the chances of those arrested to get a CCW permit if (when?) this legislation is ever passed.
Nice thought, but I'm afraid it would present more problems than it would solve.

When the people of Missouri formed their civil government through that State's Constitution they failed to make a prior reservation of carrying concealed in their Bill of Rights, Article I, Section 23 to wit: "That the right of every citizen to keep and bear arms in defense of his home, person and property, or when lawfully summoned in aid of the civil power, shall not be questioned; but this shall not justify the wearing of concealed weapons." I'm not saying that this is right or that's the way it should be, just that's what Missouri's Bill of Rights states. As a matter of fact, I don't think that it could lawfully be changed by the Missouri Legislature and/or Governor's signature, it would require amending Missouri's Bill of Rights. Just my two cents worth.
Missouri's Bill of Rights, Article I, Section 23 doesn't grant the Missouri Legislature authority to regulate the wearing of concealed weapons, see how all the 50 States' Bill of Rights are worded on my thread about carrying concealed.
