My No. 4's fore stock is loose. Is there any way to tighten it up or do I have to buy a new stock.

I assume you mean the butt stock? If so, Open the trap-door in the butt plate. The butt screw is located down at the bottom of the long tunnel in the stock. Remove the butt-screw using a long heavy screwdriver (A flat ended automotive lug wrench will often work well) Try to remove the spring washer and the leather washer inside the butt screw channel. Inspect all the parts. Usually the problem is a collapsed spring washer. It is supposed to provide tension.
If the threads are dirty or corroded on the butt screw it might also prevent you from properly tightening it. Clean all the parts and reassemble. If it is still loose, add a couple of the right sized washers on top of the spring washer and try again. In most cases just a good cleaning of the butt screw threads will allow you to tighten things up a bit.
