in the past, I got a big deep tupperware container, and laid newspaper down until it reached the top. Then I added water all the way to the top.... waited, and added some more after a few hours. Then I wrapped the whole thing in plastic wrap so it could be put on its side for shooting, and so it wouldn't make a huge mess.
Worked fine for me. No handgun bullet made it all the way through.

"wanting to see which bullet works best in wet paper."
Why? Are you going to be hunting wet paper?
I don't remember the name of the company but I recently read about a new type of ballistic gelatin that was being sold in blocks (no mixing it up, no molding it into blocks, no need for refrigeration. I beleive each block was good for several hits. Try a Google search for "ballistic gelatin" and maybe you can find it.

Wet newspaper or phone books both do a very good job of showing what a bullet will do in game. It is much cheaper than ballistic gel and much easier to work with.

C1ogden - as mentioned, wetpack is a pretty decent analog to flesh, whether it be animal or human.
