No. It is an auto round.
The .38 is a straight walled case and the 9MM is a tapered case. The .38 uses .357 size jacketed bullets and the 9MM uses .355 jacketed bullets. .001 over those sizes for lead. The .38 is a rimmed case and the 9MM has a rebated rim. The .38 is mainly chambered in revolvers and the 9MM is mainly chambered in autos. There are a couple of exceptions to this.

If you are just talking about the case dimensions, then Walkalong gave an excellent review.
If you are talking about performance, comparing the same weight jacketed bullets from 100-110 gr and up to 145-147 gr, 38 Spcl +P and 9mm Luger can be handloaded to almost identical velocities. Use of lead bullets is usually more prevalent in 38, and the 38 can handle the heavier bullets from 150-170 gr.
