Was it Jan. 9, 1936 when the Adjt. Gen. approved of the standardization of the Garand as the M-1?

Hi all,
The answer to this question is dated Dec. 16, 1938. The Order Gave Ordnance the power, if needed, to buy equipment to make the M1 Garand Rifle without going to the normal bidding system. Ordnance could then order direct from the machining manfacture.
This order was signed by the Sec. of War.
