Ok i have a question, if i buy a complete m16a1 upper, then a complete bolt assembly, the charging handle, then a complete lower for example lets say a completely assembled lower from DPMS Panther, then get a universal front conversion pin can i slap it all together for a semi auto plinker? or is there something im missing and this wont work?

That's everything you'll need. The complete lower should already have a front pin, you won't need a conversion pin for an M16A1 upper but would for certain years of Colt 'civilian' uppers.

It sounds fine. Complete upper + complete lower = fun.

Do they ever surplus the uppers?

Yes, there are a ton of them in private hands. They're not as abundant on the market as they used to be, however.

Try Ohio Odnance if you're looking for an A1 upper.

I don't know why you want an A1 upper, but a "completed upper" suggests it has a BCG and CH.
