Adjusting 32-20 sizing die to expand

I got a new set of 32-20 dies from Hornady and the sizing die is suppose to also expand the mouth to seat bullets.

Is it possibile to do this using 115 Grain Round Nose Flat Point Bevel Base with a Standard Sizing of .313...

Or would I be better off buying a belling die like a 32 long.

Sounds like you got a 2 die rifle set.

You need a 3 die set. Sizer, Expander, and Seater. Adjust the expander to a light flair/bell.

Yep!

The two-die set is only for loading .308" -.311" jacketed bullets.

If you are loading lead, you will need a third expander die.

The Lyman "M" die is the absolute best tool for that particular operation. Ideal/Lyman was making them long before any of todays top 3 or 4 die makers were even thought of.

There is very cheap LEE Universal Expander die for .22 - .458. I use it also for sabot.
