Shipping a complete AR-15 upper abroad?

Does US Customs prohibit Americans from shipping AR-15 uppers to friends overseas (where those uppers are legal yet overpriced)? Again, this is the upper (not serial numbered).

Shung is correct. There are all sorts of items on the US Munitions List which are controlled by the Arms Export Control Act and ITAR. Not only complete weapons, but parts, components, accessories, are all under export control.

what I was wondering was if any 22lr related stuff would be under ITAR..

Contact the State Department. You will almost certainly need an export permit.

I was told I would need one to send a HK gripframe (no internals) outside the USA, so I'd think a complete upper would probably also need one.
