I have lots of Norma brass and Sierra 174gr Match King bullets. I have a wide variety of powders and primers.
I'm looking for suggestions as to powder, primer, and Over All Length. Also, if someone can suggest a bullet that works better in the Finnish M39, please tell me.

The process of finding a good, accurate load for your rifle is the same as the process for finding a great load for any rifle. Make some up, and go see how they fly.

. . . and yes, there are shortcuts. There are some loads which shoot well in any rifle of a given caliber, if it will shoot at all.
For the .30-'06, 56gr of IMR4350 and just about any 180gr bullet will shoot nice, small groups in any '06 that will group decently. If I am not shooting a gas gun and don't need every last fps, that's what I load.
For the .223 AR, 26.5gr 748, a 52gr match bullet, LC case and CCI primer will give me tiny groups always out of any AR that will shoot at all.
I've loaded lots of plinking bullets in the 7.62x54R, but no match bullets. Surely someone has found a load that shoots the 174gr SMK bullets well in several different Mosins?

So what's the bore size of YOUR M39? What size are the Matchkings? If they're .308, they probably won't be that accurate.

I use IMR 4895 for 7.62x54R because it's what I use for loading 30-06 for my M1. You can use a hotter powder but accuarcy is a relative term and "7.62x54R Match Load" is an oxymoron.
This is where I started:

I use IMR4350 in my M91 with Speer 150 gr. SP. Killed 2 deer with it last year. Match grade? Maybe not, but it will flat out shoot! It is an accurate load.
